Mission

To promote and encourage sound community development initiatives and policies through the implementation of the County’s Comprehensive Plan. Sustainable community development ensures that social, economic, and environmental goals are met and that partnerships are built to preserve and enhance the quality of life for the residents of Lycoming County.

Recreation Planning

Comprehensive Recreation, Parks, Open Space & Greenway Plan (2008) 

Lycoming County is working with consultants to update the Comprehensive Recreation, Parks, Open Space & Greenway Plan. This project is partially funded by a grant from the Community Conservation Partnership Program (C2P2) administered by the Department of Conservation and Natural Resources.


Community Development Block Grant Program (CDBG)

The Community Development Block Grant (CDBG) program is a flexible program that provides communities with resources to address a wide range of unique community development needs. Beginning in 1974, the CDBG program is one of the longest continuously run programs at the U.S. Department of Housing and Urban Development (HUD). The CDBG program provides annual grants on a formula basis to general units of local government and States. Lycoming County receives its annual funding allocation through the PA Department of Community and Economic Development (DCED) and is assisted in its CDBG administration by the SEDA Council of Governments. Funds can be used for a wide variety of projects including infrastructure, housing, and community or public services needs throughout the county.
